Self-regulation is a system where industries govern themselves by establishing and enforcing rules and standards. Under the Real Estate Act, self-regulation is overseen by the Real Estate Council of Alberta (RECA). RECA has been granted authority to regulate condominium managers, ensuring they meet licensing, education, and ethical standards.


  • Real Estate Council of Alberta is responsible for governing the industry and ensuring compliance with the Real Estate Act, the regulations, the bylaws and the rules.

  • A person shall not trade in real estate as a real estate broker, property manager, or condominium manager unless that person holds a licence issued by the Real Estate Council of Alberta.

  • The purposes of the Real Estate Council of Alberta are to set and enforce standards of conduct and business practices for the industry and to protect against, investigate, detect and suppress mortgage fraud.

  • The Real Estate Council of Alberta is authorized to investigate complaints, conduct hearings, and impose disciplinary measures on licensees who fail to comply with the Act, the regulations, the rules or the bylaws.

  • A complaint must be made in writing and contain sufficient details to enable the executive director to determine whether the complaint relates to conduct that is subject to discipline under this Act.

  • The Council may, in accordance with this Act, investigate and take disciplinary action against any licensee found to have breached their obligations.
